Can People See Who Viewed Their Instagram Story?

Yes, the owner of an Instagram story can see a list of accounts that viewed it inside the Instagram app. This is how Instagram is designed. However, the list is only visible to the story owner and is typically ordered by engagement signals rather than time.
When you use IGScope to view a public story, we do not use your Instagram account. Because no Instagram session is involved, your view is not added to the owner's viewer list.
This applies only to public stories accessed through an anonymous viewer. If you open a story while logged into Instagram, the owner can see that you viewed it. Also, private stories are only visible to approved followers, so no anonymous viewer can access them.
Stories expire after 24 hours unless the owner saves them as a highlight. Once expired, the viewer list disappears too.
